The Governance area gives workspace admins oversight of Drive across the whole workspace, so files stay managed as your usage grows rather than sprawling unmanaged.
Use it as the admin's vantage point over Drive. Day-to-day sharing and organizing is done by each team member in their own folders; governance is where an admin keeps the bigger picture in view.
